In order to allow an Independent student into your class, you will need to open your dashboard and change the permissions. First, go to edit class, then you need to scroll down to edit settings in other class settings.

Through here, you will be able to open access to external requests for a limited time period and allow the student to join. It is time-restricted for security purposes.
